Here is my assumption about how the spy case went down:
1. We were aware of the spies operating on our soil and have been for a while.
2. Something happened in Russia in regards to our spy network.
3. A week or two in advance of Medvedev's trip to the U.S. we rounded up the Russians and used them as a bargaining chip during the Obama/Medvedev meeting.
4. Everyone gets to go home. Damage mitigated.
